ESXi is free even though some of the management features and support you have to pay for, the hypervisor itself is free. KVM is free. You can use the full blown GUI product as your hypervisor if you wish and it's still free as it doesn't count towards your two allowed OSE's unless you use it for anything beyond being only a hypervisor and then it counts as an OSE and must be licensed as such.
